 You'll probably be best to use https://ru.wordpress.org/latest-ru_RU.zip
 going forward if you're hard-coding packages and not relying upon
 something like Wp-cli to install it.

 It looks like the Russian translation team likely deleted the release on
 accident when packaging the 6.9-RC release.
