 Thanks for the follow up - it appears one of my plugins was making the
 button appear wider.

 Testing with the twenty twenty five theme and all my plugins off, I do see
 the smaller single button under the heading as @wildworks shows in the
 image above. My preference would be to remove this button if there is only
 one block variation registered as it may be confusing to site editors.
