 Emoji: Update Twemoji to 17.0.2.

 Updates the endpoint for Twemoji images to use those released in 17.0.2,
 following an upstream minor release optimizing the SVG images.

 Modifies the build script to pull the image file names from the `gh-
 pages`/deploy branch of Twemoji upon the advice of their contributors.

 Props peterwilsoncc, paulkevan, wildworks, desrosj.
 Fixes #64184.
