Comment:

 This ticket was brought up in today's 6.9 bug scrub.

 Since there is a conflict with [https://github.com/WordPress/wordpress-
 develop/pull/8431 PR 8431], we need to resolve this first and then test it
 again.

 Since 6.9 RC1 is coming soon, let's punt this ticket to 7.0.
