 * milestone:  6.9 => 7.0


Comment:

 Punting to 7.0, this needs to be included early in a release cycle, not
 during beta.

 The `early` keyword should signify to committers to review this after the
 6.9 release to see if it's something they're willing to pick up.

 I'm not personally able to shepperd this into core though, due to focuses
 elsewhere.
