 === Description
 Having enabled Settings > Discussion >  Email me whenever > Anyone posts,
 is not delivering any emails

 === Environment
 - WordPress: 6.9-alpha-60093-src
 - PHP: 8.2.28
 - Server: nginx/1.27.5
 - Database: mysqli (Server: 8.4.5 / Client: mysqlnd 8.2.28)
 - Browser: Chrome 137.0.0.0
 - OS: Windows 10/11
 - Theme: Twenty Twenty 2.9
 - MU Plugins: None activated
 - Plugins:
   * Test Reports 1.2.0
   * WP Mail SMTP 4.4.0

 === Steps to Reproduce
 1. Enable Settings > Discussion >  Email me whenever > Anyone posts
 2. Disable Settings > Discussion >  Email me whenever > A comment is held
 for moderation
 2. Create a post
 3. Go and add a comment as another user
 4. 🐞 No email delivered

 === Expected Results
 - An email should be delivered every time someone posts a comment
 - Note that with "A comment is held for moderation" enabled, moderation
 emails are correctly sent.
