Comment:

 After a big couple of years, I can't see any patch applying. This needs a
 full rework from scratch.

 Testing info is pretty straightforward:
 1. Create a new page
 2. Set the new page as Private
 3. Create a second page
 4. Try to set the first page as parent for the new second page
 5. 🐞 It's not listed
