Comment:

 [56190] added a left border because it was missing on the front end.
 #57506 does not mention alignment options, but the changeset did not
 include any mirroring for RTL languages' text direction.

 The default border is likely unexpected the first time anyone creates the
 block with center or right alignment, but it has been that way for almost
 two years. The Quote block has the ability to customize border widths how
 you want them with Twenty Twenty-Three, so changing the theme default is
 not necessary.
