Comment:

 Hi @dataline,

 When you're running a Block Theme (Such as Twenty Twenty Five) the old
 management interfaces are disabled in preference for the Site Editor.
 In those cases you can find the Menu editor as `Edit Site -> Navigation`,
 or `Appearance -> Editor -> Navigation`.

 When running a non-block theme ("classic theme") such as Twenty Twenty,
 you'll find that the menu exists where you've noted (Appearance -> Menu).

 There's a support article available here for how to use the Site Editor
 Navigation settings:
 https://wordpress.org/documentation/article/site-editor-navigation/

 Please note: WordPress Trac is for reporting issues in WordPress software
 itself, for support requests please use the
 [https://wordpress.org/support/forums/ Support Forums] where dedicated
 support volunteers can help assist you.
 I'm marking this ticket as invalid, as what you're seeing is not a bug.
