 The page editor /site editor > page is supposed to allow for Zoom out
 feature to be in the top toolbar and be also invoked with starter content.

 Leaving out the zoom out feature break backward compatibility as it was
 already available in 6.7

 The is a PR7232 https://github.com/WordPress/gutenberg/pull/67232 in
 Gutenberg 19.8 that modifies when the Zoom out is available.  However it
 specifically mentions in the testing instructions "Test that you can still
 access Zoom Out from a Page (using Post Editor and Site Editor)."
