I was wondering if it’s possible to implement a custom cursor on the
frontend, like the one used on `https://dnsk.work`? It appears to be
JavaScript-based and visually enhances interactivity. Would love to know
if this is supported out of the box or if there’s a recommended approach

This sort of functionality is entirely up to the author of the theme or
the owner of the site. There are several libraries available to theme
authors and it's not something that needs to go into WordPress core.
