Comment:

 You can also add a new post by opening the command palette and typing 'Add
 new', which will prompt you for that screen.

 Given that there are numerous ways of doing this, including making the
 choice not to use full screen editing, I'm going to close this issue.

 It may still be resolved upstream in Gutenberg, and if you want to pursue
 this change, I suggest [https://github.com/wordpress/gutenberg/issues
 opening an issue there]. Any fix to this will need to happen in Gutenberg.
