 I checked again and verified this issue still occurs in the block editor
 when inserting a gallery from the media library. Users can still click the
 insert button before uploads complete resulting in a broken upload process
 and missing images in the gallery. The patch fixes that by disabling the
 insert button until the uploads have completed.
