 This is an old, so maybe it was already sorted.

 === Environment
 - WordPress: 6.8-beta2-59971-src
 - PHP: 8.2.28
 - Server: nginx/1.27.4
 - Database: mysqli (Server: 8.4.4 / Client: mysqlnd 8.2.28)
 - Browser: Chrome 134.0.0.0
 - OS: Windows 10/11
 - Theme: Twenty Nineteen 3.0
 - MU Plugins: None activated
 - Plugins:
   * Test Reports 1.2.0

 === Steps Done
 1. Set the site language to Deutsch
 2. Go to /languages and remove all `de-DE` files
 3. Go to wp-admin/update-core.php
 4. Click on Update Translations.


 === Actual Results
 1. ❌ The error condition doesn't occur anymore.

 57183] could have help in the final resolution of this issue or if its
 unrelated.
