 If we can also resolve
 https://core.trac.wordpress.org/ticket/56481#comment:63, then this a good
 candidate for WP 6.8. Why?

 The editor relies heavily on data preloading, especially for user
 permissions. Merging this early will also allow early adoption in the
 client code, which needs to support the last two major WP versions.
