Comment:

 I think the issue came from styles added by the plugin you used for the
 cart functionality. I tried this with WooCommerce 9.7.1, and the header
 elements remained centered vertically on both the home page and the Cart
 page.

 The video shows a //Site Title// block, and the navigation menu is long
 enough to wrap to a second line. On the home page, the title is centered
 vertically. When visiting the Cart page, the title moves up, almost
 touching the admin toolbar.

 If you find the issue in a plugin, please report it in the plugin's
 support forum. If it is caused by an issue with the blocks, it might occur
 with another block theme such as Twenty Twenty-Four (then report it on the
 [https://github.com/WordPress/gutenberg/issues/new/choose Gutenberg
 repository]).
