Comment:

 This issue still has significant open questions about what should be done.
 The majority of cases that are clear problems are already resolved, but
 there are many cases still of mixed behaviors. The actual consequences of
 most of these are minor, so the most important question is whether or not
 any given case is worth changing.

 Moving to 6.9 to hopefully raise and close the question.
