Comment:

 OK, Twenty Nineteen's menu is really a mess. I thought it might be
 worthwhile to milestone this for 6.8, but on reviewing, I don't think it's
 feasible yet - there's a lot more to do to make this viable.

 The existing PRs are helpful, but there are still several issues
 outstanding, and I think we should try and solve all of them at once.
