 Future enhancement idea for the Customizer preview logic:

 > If none of the logic in this function resulted in a CSS update (e.g. due
 to some optimizer plugin that concatenates/minifies CSS), then a message
 should be sent to the controls to initiate a reload.

 I didn't include that logic in this PR since it is beyond the scope of the
 fix, although if that had been in place in the first place, then the
 customizer preview would have at least reloaded when a CSS change
 happened, rather than no change appearing at all. We can revisit that
 later in another ticket if anyone reports it as being an issue, but I
 suspect it won't since Customizer usage is declining.
