Comment:

 This could be closed as part of #63075 (and #63072).

 However:
 - The theme border colors worked briefly with the Pullquote block.
 WordPress 5.9 printed `-border-color` styles for each of Twenty Twenty-
 One's preset colors in global styles, and then 6.0 replaced those with the
 standard set of WordPress colors.
 - The black and white presets still work, as they are in the WordPress
 standard set.
