Comment:

 The main reason that this doesn't have an `Add Menu` link next to the main
 heading is because that space is occupied by "Manage with Live Preview".

 I'm thinking that link is perhaps now more ambiguous than it used to be -
 there are now two separate live preview environments: the customizer and
 FSE. I'm thinking it might make sense to remove the link to the customizer
 and replace it with 'Add Menu'. This would increase the consistency
 between this screen and other screens, since that's a common pattern
 throughout the WordPress admin.

 We don't necessarily need to lose having a link to the customizer; it
 could just be in a less prominent position. We may also want to change
 that link text back to "Manage in Customizer", to be less ambiguous.

 I think this could easily be done in 6.9 if we can reach consensus, so
 additional opinions would be welcome!
