 Hi @koupmi,

 I'm checking in 3 years later to see if you're still having an issue here?
 We don't have any other reports of this issue and I'm unable to reproduce
 it. I think the recommendation to check write permissions is the way to
 go, perhaps looping in your host if needed.

 I'm going to close this ticket to help clean up Trac, but feel free to
 reopen if you're still experiencing the issue and think it's specific to
 WordPress itself.
