 Hi All,

 I have just taken a look at this and with the introduction of the Block
 Editor (Gutenberg) this has fundamentally changed how media is inserted
 and linked within posts and pages, rendering the proposed global default
 setting for non-image media links largely irrelevant or superseded. The
 current editor provides more granular control at the point of insertion,
 making a separate default option for non-image media unnecessary in the
 modern WordPress editing experience. Due to the reasons stated and the
 immense age of this ticket, I am going to mark this ticket as `wontfix`
 however if you would like to continue the discussion around this please
 feel free to reopen it. 😃
