 I don't have anymore time to work on wp tickets, but it is a very annoying
 as at every installation I put a snippet to disable the email notification
 for new users and password changes to the administrator.

 I don't think it should be a plugin territory because there are options to
 disable email notifications when there is a new comment natively, so why
 not on user changes like this?
