 Correct, these redirects (in the patch) won't work unless the new site
 editor JS script is shipped.
 The site editor JS script doesn't fully need this PHP code so it's fine to
 ship it before but the redirects are necessary for backwards compatibility
 of old urls.

 So the order of shipping should be:

 1- package update.
 2- this ticket.
