 I have made some progress on assessing the remaining title attributes.

 I searched the files and created a Google Sheet documenting all instances
 of `title="`. After removing instances where that was included in an
 iframe, there are 89 instances throughout the code base.

 Here's the Google Sheet showing title attribute use

 There are columns for file path, line number, and a code snippets. I also
 have a recommended fix column and a ignore reason column. I've assessed
 about half of them so far, but wanted to share this in case anyone else
 wants to jump in.
