 It seems this ticket was punted out of the 6.5 milestone and then never
 revisited. I wonder whether it should be, as, at least at first glance,
 this seems like a relatively small change that could be worthwhile for
 less unused JS/CSS.

 What is needed to move this forward? Maybe we could reconsider for 6.9?
