 @poena The theme would always be distributed with the minified CSS files
 in the same way that core is distributed with the minified CSS files for
 wp-admin and wp-includes. If they downloaded the theme from GitHub via the
 build repo https://github.com/WordPress/WordPress/tree/master/wp-
 content/themes then they would get the minified files. How else would
 users normally download a theme?
