These are not requirements to try new things, so they are not requirements
to untry them or pursue them further.

Broadly, and tangentially, the admin color schemes should be considered
immutable.
When plugins add support for the included colors, they mirror them for
their own custom admin-area elements. Changing them in core requires
plugins to do twice the work, supporting both pre-change & post-change
colors.
(This happened a few years ago when all of colors were adjusted for WCAG
and it meant 2 versions of the original 8, maintaining 16 total until the
old 8 could be safely dropped.)
If “Modern” is intended to be kept up-to-date with whatever direction that
WordPress admin is going, that deserves to be communicated via the GUI and
dev docs, so everyone knows to expect support for it to always be fluid &
mid-flight.
