Comment:

 I thought I'd have more time this week, and frankly, I just haven't had
 it. Given that I also think that using something like the popovers API in
 native HTML would be vastly preferable, it really makes sense to just punt
 this for now.

 I don't personally have any interest in spending time on the Gutenberg
 component, and given that the popover API is really pretty close to being
 viable, don't think it's particularly worth while.

 Different function name I'd fully support.
