Comment:

 Establishing new database tables is usually something core avoids, and
 here the migration path would be quite tricky, especially for large
 multisite networks. So it would be an enormous undertaking.

 The good news is that querying users by capabilities got much easier in WP
 5.9, see https://make.wordpress.org/core/2022/01/05/new-capability-
 queries-in-wordpress-5-9/

 Given the lack of traction here I am closing it as a maybelater.
