 This ticket seemed to have some options but hasn't had movement and whilst
 that is ok it means during triage I am going to recommend taking the 4th
 approach and not changing this today. That doesn't mean that a better
 experience such as 3 won't happen but it needs to be something done beyond
 just swapping buttons.

 I'm attaching today's state for example. Another considering is how
 preview in general has changed and how that might evolve. Until that is
 answered I am not sure this can progress so my recommendation would be to
 either:

 - Close as a won't fix for now.
 - Leave open for more exploration as to what previewing could mean today.

 My personal recommendation would be to close for now.
