 I would support the `function_exists()` check and make sure the Filter
 extension is included among the suggested extensions, like cURL is. I see
 Filter is included in the Hosting handbook:
 https://make.wordpress.org/hosting/handbook/server-environment/#php-
 extensions

 So yes, I think we should be safe to use Filter, if we add safeguards for
 it not being enabled.
