 I've closed #63172, #63135 because with Docker override it's possible to
 have them onboard. But this is not totally possible.

 I would like to think about how this could be achieved. There are a lot of
 tickets that need HTTPS testing and its so easy to add this to the docker
 environment.

 cc @westonruter to see if you can give me some ideas on how to improve
 this.
