Comment:

 I'm changing the ticket resolution to 'maybe later' because I find some
 value in hiding the unusable filters and search. However, I do not plan to
 work on a patch for it.

 The view switcher buttons can be used before uploading files. Also, Grid
 view probably would need the elements in the page markup when the page
 loads, hidden until a user adds a media item (and hidden again if all
 items are deleted).
