 it's possible that the user may have changed the SPF record in the past
 and now it no longer works properly. This would not have been a problem in
 WordPress 6.8 because the SPF record was essentially unused; however, now
 in WordPress 6.9 the SPF record will be used, so any problems with it will
 surface.

 I wonder where could they go ignoring SPF passing nowadays? It's like the
 bread and butter of deliverability. Anyone with "an unused SPF" might have
 had a perma-spam delivery WordPress system.
