 Monorepo requires a lot more work: aligning trac and GitHub issues,
 updating workflows releases, tests... While it would also be a solution,
 it's not one that can happen in time for 7.0 and the above is needed for
 7.0. It's a programmatic proposal.

 I think what we need is technical explorations at this point.
