 I've confirmed this issue on a fresh install of 6.9. As this is related to
 the site editor, I've [https://github.com/WordPress/gutenberg/issues/73856
 opened a ticket in Gutenberg] where work on this will be tracked.  You can
 follow that ticket for more information.

 Thank you for reporting the ticket, I am closing this as it has been
