 Looking at the code and its history, this bug has been there for 12+
 years, since language pack upgrader was first implemented. It's not new at
 all. It's simply that errors during language pack download and upgrade
 have been always ignored.

 We can set the version to "3.8" if it's helpful. Or make it blank, because
 the particular version is not really relevant here.
