Comment:

 After chatting with @peterwilsoncc and @afragen, I think we need to be a
 little more explicit in the fallback handling here. In
 [attachment:53323.2.diff 53323.diff] I added a filter to the
 `wp_get_active_and_valid_plugins()` function to ensure that we get the
 correct version if active.

 Tests attached.
