 Seconding reproduction of the quote sign alignment issue - it remains
 centered while the rest of the block aligns left or right.

 One thing to note is that I don't see a place to edit padding in the block
 settings (this may just be me missing something in Gutenburg, though!)
 Adding a border shows that there's no internal padding at all, and I can't
 find a way to add it beyond manually adding a CSS class.
