 I investigated a bit to ensure these browsers should not be supported.

 According to this make post, IE8, IE9 and IE10 support was dropped in
 WordPress 4.8.]

 IE10 removed support for conditional comments. **No browsers supported by
 WordPress use conditional comments.**
