Comment:

 Sorry if this has been discussed elsewhere, but what's the benefit of
 removing the tests for `seems_utf8()` while the function still exists?
 They could be updated to use `@expectedDeprecated seems_utf8` instead, see
 an example in
 [source:tags/6.8.2/tests/phpunit/tests/formatting/cleanPre.php?marks=8
 clean_pre() tests].
