Comment:

 I've posted a change request on the PR to account for a couple of
 situations:

 * Sites using the `$wp_user_roles` global
 * Sites with the `use_db` flag set to false prior to populate_roles
 running

 I think @johnjamesjacoby's suggestion for tests above is good.
