Comment:

 The expanded view added in [48398] provides an option to have these links
 visible at all times. While it's not the default view, as @williampatton
 comments above, it is a global setting for a user, and once switched, they
 will use it globally on all tables.

 Additionally, there is ambiguity in which view is actually best for
 accessibility; both views have accessibility compromises: seeing all of
 these links adds a significant amount of repetitive clutter, which can be
 distracting; it adds extended lists of visually repeated text, which makes
 voice command challenging, etc. It's not absolutely clear that one view is
 better than another.

 I'm closing this issue, since it is now available as an option.
 Additionally, keyboard changes have been made since this was reported that
 have improved the ability to use the hidden links from the keyboard.
