Comment:

 In some future major revisions of the admin, this might be something that
 could be re-addressed; but in the current admin, I think there's no good
 reason to resolve this.

 Because WordPress mixes button and links throughout the interface, often
 with interchangeable designs, it is easier for the user to have a
 consistent cursor cue for all controls.
