 **Environment**
 - WordPress: 6.8
 - PHP: 8.2.16
 - Webserver: Apache 2.4
 - Database: MariaDB 10.6
 - Theme: Twenty Twenty‑Five
 - Plugins: *any single plugin reproduces the bug* (tested with Classic
 Widgets, Akismet, WooCommerce)

 **Steps to reproduce**
 1. Fresh WP 6.8 install, theme unchanged.
 2. Activate any one plugin.
 3. Visit **Users → Profile**.
 4. Scroll to bottom.

 **Expected result:** “Application Passwords” panel is visible.

 **Actual result:** Panel is missing.

 **Notes**
 - Disabling the plugin instantly brings the panel back.
 - `WP_APPLICATION_PASSWORDS_DISABLE` is not set.
 - Site Health reports “Application Passwords: Available = No” when any
 plugin active.
