 on an initial test I'm not able to reproduce (i.e., I'm able to upload an
 SVG directly in the Image block).

 WP: 6.8
 plugins: Safe SVG (and a bunch of others)
 PHP: 8.3.15
 PHP extensions: imagick (and a bunch of others)

 I'll experiment more tomorrow and report findings.
