 Unfortunately, I haven't reproduced the issue on the site with the Astra
 theme activated.

 This is an important hint because WordPress 6.8 has changed the markup
 that is stored in the cover block. Related Gutenberg PR:

 Hopefully, someone can find some reproducible steps.
