Comment:

 With no continuing work on this proposal in the last 9 years, I'm going to
 close this ticket. This kind of service really makes more sense to me as a
 plugin. The role and capabilities of video communications have changed
 radically in the 10 years since this was opened, and I don't think it's a
 particularly significant need for core at this point. Maybe someday in the
 future.
